Office Hours: In-person, Full-time - Monday to Friday, 9:00 AM to 6:00 PM
Salary Range: $66,560.00 to $95,600.00/year (depending on experience)

Job Summary:
As the Budget & Policy Analyst, you will serve as UDW's primary expert on In-Home Supportive Services (IHSS) policy and budget matters. This role combines in-depth policy analysis with active lobbying efforts to advance UDW's mission of supporting care providers and recipients. You will be at the forefront of shaping IHSS policy, influencing budget decisions, and driving legislative initiatives that impact our members and the broader care community.
Duties and Responsibilities:
- Play a key role in developing and implementing the union’s legislative and budget program.
- Advocate on behalf of the union’s priorities and testify at policy and budget hearings as needed.
- Write, analyze, and track legislation.
- Draft and submit letters of support/opposition, effectively communicating the union’s position to policymakers.
- Analyze and summarize state budget proposals regarding IHSS and other subjects as needed.
- Analyze and summarize proposed rules and regulations impacting IHSS and other subjects as needed.
- Develop policy briefs and white papers, providing in-depth analysis on key policy issues and making well-reasoned recommendations.
- Collaborate with IHSS stakeholder and coalition partners and represent the union in various coalitions and stakeholder groups.
- Collaborate with internal teams to strategize and implement initiatives that advance the union’s legislative and budget priorities.
- Effectively communicate with union members on legislation and budget proposals. Lead union member lobbying events at the Capitol.
- Lead union member legislative visits and advocacy training.
- Stay informed about emerging policy trends at the local, state, and federal levels and political dynamics that may impact IHSS policy and/or funding as well as UDW's legislative program, helping to adjust strategies accordingly.
- Provide technical expertise and guidance to internal staff and union members, especially during collective bargaining.
- Monitor and evaluate the implementation of enacted policies, offering feedback for continuous improvement.
- Track and analyze relevant data to inform policy recommendations, focusing on program utilization, access, and quality.
- Attend meetings, conferences, and policy forums to stay informed about emerging issues and to share expertise
- Participate in UDW electoral and political activities, including, but not limited to, Get Out the Vote (GOTV) campaigns, as needed.
- Assist with department projects and perform assigned duties that fall within the scope of this job classification
Required Knowledge, Skills, and Abilities:
- Highly organized and detail-oriented: Exceptional organizational skills, with the ability to manage multiple projects and deadlines. Attention to detail is crucial to ensure accuracy and thoroughness in research analysis.
- The ability to analyze complex data, identify trends, and draw meaningful insights is essential.
- Proficiency with the California legislative and budget process.
- Ability to analyze interpret local, state, and federal public policy and budget proposals and provide informed recommendations.
- Effective written and verbal communication is vital for presenting research findings, policy recommendations, and complex information to various audiences to distill complex concepts into clear and concise messages that resonate with stakeholders.
- Time management and multitasking: Ability to manage multiple projects and deadlines are necessary. Prioritize tasks effectively and work efficiently to meet project milestones.
- Initiative and creativity: A self-starter mindset and the ability to take the initiative and proactively seek opportunities to contribute and propose innovative solutions to challenges.

Preferred Qualifications, Education and/or Experience:
- Bachelor’s degree in Government, Economics, Labor Studies, Public Policy, Political Science, or other related field required. Master’s degree preferred.
- 3-6 years in budget and policy advocacy and analysis at the federal, state, or local government level.
- Computer literacy and knowledge of Microsoft Office products
Requirements:
- Work arrangement is 100% in-person.
- Ability to work after hours and during the weekends as required.
- Some travel is required with reliable transportation.
